Congress shall pass no law that does not apply to all.
No more exceptions. Congress should pass legislation that prevents them from passing any law that does not apply to themselves. They should not have special treatment on medical, retirement, or anything that the citizens of this country do not also have or are prevented from having. If they fail to pass a budget in 90 days, they will not collect retirement, and will be subject to recall.
