Save costs on real estate and leasing fees by moving Federal offices now located in DC to a limited number of satellite government centers in the states surrounding DC. There is no reason to concentrate offices in DC. Work functions, communication needs, work products, etc. DO NOT necessitate a physical DC address. Change Building Temperatures

Require warmer facility temperatures in summer and cooler facility temperatures in winter. Encourage people to dress appropriately for the season. Most facilities could change their temperatures a degree or two with little difference in occupant comfort. Over the entire federal government a huge cost savings can be recognized. Unoccupied spaces can be adjusted more significantly.

Eliminate Automatic Step Increases

This is something that should be implemented Sooner than later. Too often I see under achievers get automatic increases in their pay when they do not perform the basics of their job. This would save Billions and would also put the federal workforce on notice. Do you job or don’t get a raise.

Mandate that each year executives provide a report on efficiency

Executives should encourage their staff and provide annual reports to their agency head, on how efficient they are. They should continually be responsible in identifying individuals, programs, etc that could be eliminated or moved to a different area for efficiency. Each year executives have to provide a report on why they should keep their job, so all they do is to "fluf" their work in the office as much as possible... more »

Turn off computer monitors at night.

Turn off computer monitors at night. Computer monitors can always be turned off at night. Computer upgrades can occur with monitor screens switched off. Leaving computer monitors on at all times is a huge waste of energy and dollars. It is completely unneccessary!! Let's save those dollars! Let's save that energy! It will also cut our greenhouse gas emissions!

Veterans preference was created to allow qualified veterans the ability to gain positions in the federal government after service to their country. I recommend revision of this law so that current veteran federal employees be granted the ability to apply INTERNALLY for positions, Not just EXTERNALLY. The number of examples of unethical behavior seems to increase daily, primarily because the ethics education has not been provided and/or is not emphasised. Conducting international negotiations overseas (as an example) is unnecessary considering the available technology. Offices are equiped with advanced communications that permit conferences electronically. Extend Time Between TS Clearance Reinvestigations

Currently, an individual with a TS clearance must be completely reinvestigated every five years. This is an expensive and time consuming process that has provided little benefit in rooting out potential spies, terrorists, etc. My suggestion is to do a full reinvestigation every ten years and every five years do just a police and financial records check.
