Change flight booking requirements for all DoD chartered flights

Recently, Airline companies changed their policy to one checked bag only, when reserving a flight.
This has caused a drastic increase in overall fees for travel. When travelling on American Airlines, and probably other companies, this is causing a 100-300 dollar markup.

Airline Tickets: Individual Purchase

Both MIL/FED employees should be able to purchase airline tickets for TDYs. The cost per ticket for a gov't ticket is out of hand. An individual can purchase a cheaper fare ticket, and if needed, pay a small change fee as mission evolves. Either way, the change fee will not amout to the price of a full Y fare ticket.
