Get rid of paper concurrence packages for all non-classified materials. Convert the concurrence process into an electronic process. This will reduce costs (paper), contribute to environmental conservation (kill fewer trees), and increase work efficiency (people can still concur while on travel or teleworking instead of packages sitting on office desks awaiting their return).

Not only will that reduce office expenses, it will allow better rested staff to perform better work instead of always arriving exhausted from a long commute. For our agency, it may even allow for subletting certain floors of our new building (3WFN) to the private sector.

OMB should approve governmentwide contracts (GWAC) and mandate their use by all federal agencies. Agencies would be prohibited from awarding new IDIQs that perform similar services. The benefits and cost savings from reduced duplication of effort could be enormous due to reduced staff time and could improve the pricing and effectiveness of approved GWAC vehicles.
