I arrive at work early to workout. Every morning the guard struggles to see my parking hangtag in my car. A chip that was readable from some distance in the guard shack would let the guard know that I had a legitimate parking hangtag and a visible observation would not be necessary.

For many departments, report writing is by far the major time utilization in many government positions. Committee and other reports often comprise multi-discipinary inputs, thus often require multiple rounds of re-editing by all the participants to finalize, which can be very inefficient and time consuming. Transfer EPA to the Department of Homeland Security to allow for closer cooperation/harmonization with the "other" environmental response agency... the U.S. Coast Guard.

If the idea is going directly to EPA, that won't work due to the nature of the issue. I wonder why OSC hasn't gotten involved in some of these issues?
The government agencies should advertise an early retirement program with a package deal. Also have a required retirement age that everyone must retire at. There are many employees who decide to work forever and are no longer as competent as they once were. I suggest that large research field studies conducted by ORD/NERL HEASD (EXPOSURE MEASUREMENT) can better serve the scientific community, science and save money by dividing the studies into specific areas of concern. This would provide for more a innovative approach and more intensive research for specific pollutants (e,g, elements, classes of chemicals, etc)having a PI design element or the specific methodologies used... more »

With constant cuts to the US Postal service why are other Agencies not mandated to use them. Currently EPA is using UPS or FedEx. Why can't we have a nationwide inter-governmental contract whereby we are required to use the US Postal service? I propose that this would save us money and also save jobs.
Currently, due to a law that states "all costs must be collected for interagency agreements", indirect costs are collected to cover overhead. Since all government agencies incur indirect costs, there should not be any charge between these agencies to collect these expenses. Join with the US Postal Service to provide prepaid boxes at a reduced rate for mailing packages and documents instead of using other more expensive contractors.
Our buildings were designated "historic" and therefore the hallways are painted depressing, drab colors. Paint them a bright or light color. The cost savings would come from being about to adjust the lighting appropriately.
Require that all federal agencies reduce their energy use by a certain percentage each year. Energy audits will show where reductions can be made. We have storage rooms that are infrequently used but constantly lit, and conference rooms that are freezing cold. If our operating budgets for energy were reduced, we'd all be forced to comply! Waste not, want not!
Currently studies conducted to satisfy the guideline requirements for toxicity testing of pesticides are copied over by contractors at taxpayers expense. This practice is wasteful and does not give added value to the study. The Agency should design formats for the submission of these studies that the testing laboratory completes to include the critical information for the reviewers to judge the study for its quality... more »
