drop requirements for uniform national government ID card, drop requirements for security clearances for employees that do not work on national security issues; the federal government operated successfully and efficiently for years without both of these.

Streamline DOD/DOE Superfund cleanups

DOD is spending way to much money on Superfund cleanups. Look at McClellan AFB as an example. DOE also spends too much. Streamline cleanups at DOD/DOE. Create monetary incentives to reduce cleanup costs. Current contract mechanisms seem only to prolong the cleanups and resultant costs.

Recycle via internet/across Agencies

There are too many items that we don't use (i.e. old printers, monitors, even office supplies) that is taking up space and sitting around. I propose that these things be posted and shared online so other government agencies can browse and ask for items that they can use. Everything will be free and this will eliminate crowding up work space and also an opportunity for someone to put others' stuff to good use rather... more »

Government Office Complex

My previous supervisor and I have discussed the amount of savings we believe the government could save by owning their own facilities for meetings, training centers and hotel. We estimate the cost savings would be significant compared to government rates including transportation to and from meetings. In addition, shuttle buses to and from the airport to save on taxi expenses and rides to restaurants or attractions in... more »

Cap or verify salaries for research grants

Having been an academic researcher before managing outside government research grants, I have seen that academic researchers applying for grants often make up extravagant salary costs in the budgets accompanying grant proposals, just to round to the maximum advertised award. For example, a professor earning $120 k/year might charge $195 K/year for her service on the grant. There is no hard review of these budgeted costs... more »

Enhancement of Security for Government Campus Access

To provide greater security and less possibility of fraudulant parking hang-tags, consideration should be given to including some type of micro-chip or magnetic strip that could easily be automatically read as a vehicle approaches the guard gate. This would free up the guards to deal with only those vehicles with no Government hang-tag and would allow quicker access for those vehicles with legitimate hang-tags. It would... more »

Efficient accurate business card ordering

EPA has an online business card ordering system that is great- you type in your info, you see what the cards will look like when they are printed, and then you can route it to your boss for approval.

But my regional office (EPA Region 9) doesn't use it. Instead, we use paper forms, which later must be transcribed by hand. It takes up to 3 months to actually get your business cards (the ordering is only done once per... more »

Focus on our Regional E Waste Process

E-Waste Process-The proper disposal of E-Waste can be 1 innovative process that Region6 (& other Regions) may want to consider when trying to address the environmental and health problems faced with improper disposal of our Region6 Electronic Waste (or other recyclable waste). I have learned that (in November of 2010) The President called for a national strategy for responsible electronics stewardship, with EPA as the... more »

Indoor air quality changes due to climate change

I believe that it would be of benefit to the Government to review Federal facilities for indoor air quality and employee health changes due to climatic change.
A new report is due to be released from the Institute of Medicine (IOM) summarizing the state of scientific understanding of the effects of climatic change on indoor air and public health (Climate Change, the Indoor Environment, and Health). A review of federal... more »

Paycheck & Holidays

Not sure if either idea has been mentioned, but I understand agencies pay a tremendous amount of money each year if paychecks are not approved by a certain date. I think the employee and/or approver should pay this late fee. There is no reason for late pay requests.

Second, I think if a holiday falls on a Saturday or Sunday, then we, as Federal workers, should not get another day off.

research chemist

Good science should be independent of politics, but EPA/ORD/HEASD has become a politic arm where dollars are wasted on bad science. Research studies are conducted knowing that the methodology does not produce innovative ideas and/or results. New positions have been created where ex-secretaries, ex-contractors and "POLITICAL" physical scientist are are routinely promoted. Positions were created for favored ex-secretaries... more »

Creating More Cost-Effective Procurements

Since much of the waste of taxpayer money in procurement involves inadequately defined requirements and poorly-written Statements of Work (SOWs), and the inability to define requirements sufficiently in order to be able to use low-priced, technically acceptable fixed-price contracts, any assistance in helping especially less-experienced Program and Contracting personnel to write better Statements of Work and Contracts... more »
