Quantity is no longer measured as it was tied to Rotors (nonexistent in the past or present in our department)Now "timeliness" is calculated by a costly and less accurate Quality Rating System. Productivity can be measured effectively by a weekly computer extract which can be easily transferred to evaluative rating.

All around my building and downtown area they tore up the sidewalk to lay brand new walkways made of bricks. There was nothing wrong with the sidewalk. I guess they thought it would be prettier, but that was a waste of money. No more digging up existing trees to put in new trees. We don't need new flowers.

IRS should notify individuals of the financial accounts their records show as being active. Elderly relative set up college fund (incorrectly) forcing both sides to spend time identifying/correcting and redoing three tax returns.
Earlier SAVE suggestions with a lot of merit may have been rejected as not being feasible. Changes in technology or work processes may make them more attractive.

Obama keeps talking about tax increase for folks making $250,000 a year. Administration should realize that most Americans make $12 and hour and have no idea what their annual salary is. These two Treasury Department Fiscal Service bureaus have similar missions, and merger of the two has been discussed many times over many years.
But each time a merger into a single bureau has been considered, it was defeated by bureacratic inertia and/or persons unwilling to concede turf.
Merging the two bureaus woulds save considerable tax payer money, just in duplicative administrative costs alone.
Combine BEP and the mint to reduce overhead costs. This idea is not new, however these organizations should not report to the Treasury Department; they should report to the FRB. When I started at the Mint here in Denver we had a human resources that managed our pay records as well as, our personnel records. Now we have to come in on early to talk to someone in ARC(east coast time) instead of face to face the off shifts(swing and graveyard). And alot of times we do not get to talk with that individual they are not in the office(ARC). We do not get paid for coming in early to takecare of business.... more »
In any buildings with windows that receive direct sunlight someone should be designated to close the blinds at times when the windows receive direct sunlight during air conditioning season.
Enrollment Card Re-Design Over the past 20 years to issue an enrollment card to Enrolled Agents remained consistent, which involved printing each card separately, printing two (2) pieces of correspondence to accompany the card, then manually folding, stuffing, and mailing. There used to be an annual Savings Bond drive at government agencies, but I haven't seen a campaign in over twenty years. We have annual campaign drives for the CFC, so why not for Savings Bonds? Reinstitute this annual campaign to bring awareness of the benefits of savings bonds to a new generation.
