Do not pay physician contractor, based on the number of patients they see, or procedures they perform, because it rewards contractors who rush through visits and procedures, instead of rewarding contractors who take the time to do a good job.

Congress should be held accountable for their inability to perform their duty. If the government shuts down, they should not be paid. If they reduce government pensions, congressional pensions should be reduced as well. Their actions should carry requisite consequences for their responsibilities.
Instead of agents working 5 days a week for 10 hours per day, agents should work 4 days a week for 12 hours. That saves the government 2 hours a week per agent in the border patol. That is a savings of millions of dollars a month. Border Patrol agents will gladly sacrafice two hours of pay a week if that means they have an extra day to spend with their family and friends. Reduce the administrative cost of processing Time and Attendance as well as Payroll by more than half simply by doing it 12 times per year (monthly) rather than 26 times per year (biweekly). Frequently, workers lose their capacity to operate in their current positions, with the result that everyone around and under them suffers. There need to be better mechanisms to downgrade workers to lower positions when necessary.
Do not allow TDY's to high cost areas. Example DC/VA areas. Instead limit TDY's to military installations. Government employees who accrue less amount of leave (such as 4 hours per pay period) would welcome an optional furlough during slow quiet season such as Christmas Holiday or Summer Vacation, to be able to take an optional leave without pay, as an option to be able to spend time with family.
