When one agency provides services for another, a sincere thank you should suffice. The idea of one part of the government billing another is wasteful. Consider the accounting and paying the accountant. At best this practice shows the need for more inter-agency cooperation. At worst, it subverts the budgeting process.

Allow NASA to set its own internal funding allocations based on the space policy priorities set by the President. Some big projects do not last a full budget cycle. Some budgets do not survive the chopping block. There are plenty of talented new hires that dread losing there job. Most office skills are transferrable. Most policies mirror each other agenct to agency. Rather that release people only to call them, back more them to where the funding and opportunitis are.
