Now, although each agency uses the Federal Acquisition Regulations (FAR), they populate individual agency contract writing systems at their own expense, which is conservatively tens of millions of dollars per year. These are often custom, proprietary systems and they make our federal acquisition uneven if one agency has had the money to put a new FAR update in their system but another agency lags behind. This is costly for industry to bid on a varied landscape of regulatory implementation.
I propose GSA should create and manage a governmentwide contract writing system each agency can use for basic contract per the FAR. This would mean a CO anywhere could support other agencies or emergency acquisitions and we'd use our acquisition workforce more effectively.
