Weight restricted overseas assignments (dity storage)

Due to weight restrictions for certain overseas assignments, the government currently pays for household goods storage. This includes items being packed, transported, and stored for the duration of the assignment. Currently members are authorized reimbursement of self moves of household goods for a savings to the government known as dity moves; my recommendation is to authorize members to find their own storage in which they would be paid a percentage of what the government pays to store items for an instant savings to the government. For example the member will be paid 70% of what it would cost the government to have items packed, transported, and stored. There is also a savings upon the members return with no legal claims due to moving company damage.
