Utilize interns to perform some less technical, documentary tasks

Some professional technical agencies, including my own (DCAA), assign nearly all administrative and documentary tasks to the relatively high paid professional workers (e.g., completion of draft travel voucher, documentation of audit working papers and report, etc). These tasks and others could be more efficiently accomplished by a lower paid intern. Currently, DCAA targets its hiring to accounting professionals, yet much of the daily work requires administrative and documentary (English) skills. By assigning this class of work to interns, perhaps English or Journalism majors, the technical professionals could more freely accomplish the technical tasks at hand, while enabling an intern to learn new tasks for career development and potential subsequent hiring.
