Utilize existing educational resources vs paying for them

We have a million dollar contract with Channing Bete to publish educational materials for our veterans to be passed out in the rural health program. All of the topics could be printed from medline for free for distribution . There is no difference in the educational content. We could also get free material from the FDA , NIH,American cancer sociaety etc for little or no cost versus paying copius amounts of money to a publishing company for resources we already have. Some of the brochure are old and out dated yet we spend millions to have them reproduced. Why not use the system we have in place for pt education;that cost us nothing since it is already payed for. A color printer could help with reproduction,and it would not cost millions of dollars to the tax payer.
