Millions of employee-hours are wasted every year by employees forced to take leave by the end of the year or lose it. Many of these employees are high performers who don't like to take leave, and forcing them to do so costs the government billions annually in lost productivity. I suggest simply shifting any unused annual leave over the annual cap into non-expiring sick leave at the end of each year. This way, should the employee have a long-term illness, they do not need to request as much donated leave time, and since sick leave is not paid out at separation, there is no later cost to the government to do this. Most importantly, employees do not feel a need to use all their excess leave before the end of the year.
