My agency has become far too top heavy. Our state manager spends most of his time in travel status or on detail eating up taxpayer dollars on per diem. We barely have enough field staff to get our work done with too much oversight by middle and upper management. We only need 10% administrative and management staff. Limit the number of GS-12, 13 and 14's and put many more GS-5 through 9's in the field. They are the ones that do the real work!
