The Corps of Engineers in the 90's instituted a PM or project manager system. Prior to that we had engineering that was capable of meeting our nations emergencies and design needs. Construction division reviewed contracts and administered them start to finish after award. The PM system is not needed and is a huge top heavy expense that does nothing that was not already being accomplished. Construction Managers on the private side are much leaner and do not have this wasted overhead that produces nothing. The corps has lost the ability to due design work it once was the world leader in. Those great designers do not want to be managers that never design anything.
