In my experience Blackberry phones are given out routinely to staff at a certain level who do not need them. I have heard over and over again from staff who have been given Blackberrys that they have never been contacted for work in off hours and are not expected to respond to emails. In the event that someone needs to be reached who doesn't have a Blackberry, their cell phone can be used. In many cases, staff just use the Blackberrys for their own personal use. The government would save hundreds if not thousands of dollars per employee if they reduced the number who received Blackberrys to those who actually need them.
