Each year all agencies have money that they must spend by a certain time. A lot of operations are put together to simply use up the overtime money, but throughout the year employees are pulled from teams and put on primary for Customs and Border Protection to reduce overtime. I would perfer to let the employees on a team actually do the work on the team and they will produce more than a group of employees standing around thinking about how much money they made that day.
