Eliminate personal printers at each and every desk and standardize on a few networked models where PII concerns are not an issue. This will reduce the number of different toner cartridges you have to buy and reduce the number of devices you need to lifecycle. If a networed printer is within 50-100 ft of you that's close enough. We did this in my last commercial job and saved a good amount of money on consumables, plus we saved on our maintenance contracts etc this way.
Also get IT Security offices to approve the connection of Multi-function devices to elimate the need for stand alone faxes. Documents from MFP devices can possibly be emailed instead of faxed as well eliminating paper.
