Single Security Clearance Process Government Wide

The Government spends millions and millions of dollars on security clearances for its employees and contractors every year. Why does it make sense that the NSA has different security clearance requirements than DHS or the CIA? There should be a compilation of most important aspects for each clearance level and force the agencies to abide by those standards. Therefore, when an employee moves from one agency to another horizontally, in regards to clearance level, it will not be necessary to complete the process all over again. The only time an employee should have to go through the clearance process again is if they require a higher clearance level, or their clearance expires. This would without a doubt save the Federal Government massive amounts of money over time.
