Security Clearances

Everytime a Federal employee leaves one agency for another, they always have to go through the security clearance process all over again - even if someone has a DoD Secret clearance & is going to DHS that requires only a suitability clearance! and it is the same with every Federal agency. Agencies should get together & decide what they would all require for one basic clearance (except Top Secret which would remain separate) and make it a Federal clearance that is good for x number of years no matter which agency you transfer to during that time. The redundancy is expensive, time consuming, and delays the hiring process. This should apply to all Federal agencies.
