If an employee can demonstrate that it is less expensive to the government to travel (fly or car) on official duty from their home base as opposed to their duty station (which they are currently required to do), they should be allowed to do so. For telecommuters, this would be a huge advantage, as well as, a cost savings to the government. For example, if a telecommuter's home base is in Columbus, OH and their duty station is in Washington DC, many times it is less expensive to travel to the business destination from Columbus as opposed to DC.
