SHEP reminder letters

The VHA mails out letters to Veterans who have been selected to receive a SHEP survey indicating in the letter that the Veteran will receive a survey and to please complete the survey and mail back. Then, the Veteran receives the survey in the mail. The Veteran will receive a third letter reminding the Veteran to complete the survey. Mailing the surveys without reminder letters should be sufficient. The reminder letter mailing must cost a considerable amount of money that is unnecessarily spent. The surveys are valuable though.
