One way to save is to know why there is the need to spend. Outdated and superseding original rules/laws/directives could be the key value to cost-savings. When a rule/law/directive was initially implemented, the goal of focus was not with saving money; it was to stay in budget guidelines. I propose a review of the original rules/laws/directives where the high end of the budget was awarded and amendments to said monetary values have increased with cost percentage increases built-in. If changes can be implemented to these currently auto-generated percentage increases, the cost savings to the nation and tax payers would be enormous.
