Require Federal Agencies to have 20% of staff telecommute

Our agency has very few offices approved to have staff work from home. There is absolutely no issue with policy analysts (for example) being able to do most of their work from home but generally, the option is not afforded. If at least 20% of the federal staff in the Washington D.C. area is able to work from home, the savings to the government would be significant, in addition to the tremendous positive impact it would have in the area (less traffic, less pollution, happier employees, more time with family, etc, etc, etc).
