Government-mandated income restrictions on apartments and other types of rentals limit economic growth. If building managers are forced to limit what they accept as rent, they are limited to the quality of housing they can provide as well as their own income. Forcing out higher-paid individuals to pay higher rent or move elsewhere also restricts funds that could be flowing into other parts of the local economy and sustaining others' jobs. This is the invisible hand at it's most basic.
