The DOL OWCP is paid by other agencies based on the amount of dollars it pays out to injured employees. Where is the OWCP's incentive to get people back to work if its source of funding is based on people being out of work?

There needs to be incentive to get people back to work. Likewise, there needs to be reforms similar to those used in the insurance industry which allow for settlement offers to clear claims once and for all. When one reads about Postal Workers in their 90's still receiving OWCP benefits (tax free 2/3 pay), it is not hard to see that something is wrong.

Use insurance company models, or those of states such as Rhode Island, who reformed these practices years ago.
