My idea is for the "powers that be" to develop the ability for any monies left in the budget at the end of the year to be applied directly to the National Debt. Meaning that a local office can press a button and the monies go directly to the National Debt, they are not funneled back to parent agencies where the monies will be spent so they don't loose out the following year. Additionally I would like to add that being a good steward of the people's monies, and ending up with a surplus of funds one year, should not hinder that offices funding for the following year. On the simplest level you budget for your needs, and the extra should be applied where needed the National Debt. This idea would eliminate wasteful spending, if you didn't need it for 11 months why now?
This idea is along the same lines as other ideas, however my thought is to give the power to the local office to send it straight to the National Debt. When I save my personal spending money and sneak the extra into my rainy day fund, I don't worry about the roof that is now leaking or the boiler that needs repair. If my wife (or parent agency) finds out I have a few extra bucks, it's gimme gimme gimme, I'll find a way to spend it. This is my personal experience, I know plenty of guys who are the same...honey I know the washer should have been replaced but look at this new fishing boat :)
