Recycled tires

We currently use wooden broom sticks and hard plastic handles for mops, brooms, and dust pans. Inmates make weight sets and weapons with these items. We should recycle used government and civilian tires for use as thick rubber mop handles, brooms sticks, dustpants etc. This would be too weak to cut off and make as a weight set , nor easy to sharpen as a weapon. Our institutions would be safer, and the environment cleaner. Plastic is not biodegradable. Using wood products contributes to deforestation. Rubber is more biodegradable than plastic, and has many uses, to be recycled.
