When equipment purchased by ATSDR and used in one of eleven Regional Offices reaches the end of its useful life we are required to ship the equipment back to our headquarters in Atlanta because it was purchased with Superfund dollars. Each of the eleven offices is co-located with an Environmental Protection Agency (EPA) regional office or the EPA Headquarters office which also has equipment purchased with Superfund dollars. Why can't we use the EPA surplus process rather than spending the money to ship old equipment back to Atlanta?
