Raise the thermostat to 76° during summer months

Every summer, the temperature of our building is kept around 68°F, despite typical D.C. outside temperatures in the 90s. This is a monumental waste of energy, a drain on the Federal budget, a strain on the power grid, and a discomfort to some workers. Many employees keep space heaters on during the summer! If a summer thermostat setting of 76° was strictly enforced throughout the entire Federal Government, savings could be felt instantly, and employees would be more comfortable.
