Prosecute Theft of Services Cases

Civil servants and private contractors who routinely fail to achieve work goals, show up for work, or contribute to the mission could and should be found guilty of theft of services. Basically if the government pays you to do something and you slow down or stop activity in the hopes of receiving more future compensation you are stealing.


This could be taking unneeded overtime, not procuring needed supplies, or campaigning on the job. This is more costly than the guy stealing paperclips and toilet paper. It should be treated as severely.
