Have SES applicants submit one package to OPM with a resume and their answers to the ECQs. OPM could then "certify" (through an ERB process) candidates that could be considered for SES positions without the constant resubmission of these documents. It would also eliminate the considerable disparity between one ERB and another, where one board certifies that you meet the ECQ standards and another says that you don't. Applicants who are certified would simply have to indicate their interest in a job and OPM could generate a cert from those who have done so. This could cut hiring time down significantly.
