Merge Separate Consulates into the Embassy compound

The idea of how much rent is spent on a Consular Agencies is mind boggling. This would be such an obvious savings for the USG each year. Not only the rent, the extra utility costs which are involved is wasted. When they would review the size a each country, they could manage to merge these agencies to the Embassy if it is a mere 2 hours trip for most people no matter where they reside in the foreign country. The staff from the Consulate would be moved to the Embassy and create the workforce needed. Of course a country like China or Canada would have to be thought out carefully, but a small place like Austria or Switzerland could easily save the USG thousands of dollars each year.
