A certain number of hours are not utilized per the time required for someone to show up and use facilities. Also, Certain Government employment has nothing to with the number of people visiting or using government services. The reason this situation exists is due to lack of motivation to do more work than one currently does. On the other hand, when confronted with a requirement that the number of tasks, or people served, or projects completed is not increasing relative to the amount of pay increase, then the pay should not be increased. As a result, those institutions or organizations that do not increase in work-load will slowly lose employees down to the amount where the pay starts increasing again. In this manner, a market, or user based count determines the number of employees. The count or requirements assessed can always be adjusted to meet additional or changing requirements. This is applicable to all Agencies.
