Managerial accountability

Use Specific Measurable Achievable Relevant Timely (SMART) metrics to hold managers accountable for the productivity of their employees. Rank employees for productivity. Standardize this across the federal government. Implement an annual practice for requiring a performance improvement plan for the lowest 10 % of employees. Terminate those who do not improve significantly within 6 months.
