Some employees do not want to participate in the FERS defined benefit pension system, especially if the employee contribution percentage is increased. Some employees feel that they could do much better managing that money on their own. There are fears, especially amongst new employees that FERS is nothing more than a pass-through where the money they are paying in today is getting immediately paid to those already retired. These employees would like the option of managing that money for themselves, rather than having the money taken out of their paycheks now, with a promise they'll get it back in the future. Perhaps we could allow employees to elect to opt out of the FERS defined benefit program.
