Nearly every department with disparate campuses within a metropolitan area like Washington, DC has a shuttle service. Especially in Washington, DC, routes overlap. Ridership levels remain obscured, even within an agency, perhaps for fear that for those few from the agency who truly depend on the service it will be canceled. A government-wide entity (GSA) should organize a network of shuttle routes in wheel spokes that run between downtown headquarters sites and unit offices in the suburbs. Thus, DOE, NIST, and HHS could "share" a Northwest route. DHS, DOC, and Smithsonian could share a Southeast route. Agencies would pay a modest fixed fee plus a fee per use. Riders would scan HSPD-12 badges to board. Ridership would be a matter of public record. Consolidating shuttle services will save money right away.
