I think that an intra-agency wiki would have significant benefits to government agencies and would help the government realize potential cost savings. A wiki would provide a central, organized repository for research and analysis, which would eliminate the tremendous amount of research duplication that occurs within government and encourage consistency in knowledge. For the DOE (which I support), I could imagine a small dedicated research staff that maintains the wikis, getting input from the various funding offices, as well as the national labs. The information would then be available to all parties for quick knowledge transfer. So, although more resources are required to maintain the wiki, it would free up the “higher value” employees to make more key decisions with the more instant, relevant, and abundantly available background information. Simultaneously, it would eliminate parallel investigations that take place across each of the sub-offices within the agency.
