Instead of hiring costly contractors, hire competent staff

We spend millions in contractors because our current staff is not knowledgeable or does not have the expertise to handle the work. Instead of paying an agency 2-3 times what a typical employee would cost, it would be significantly more efficient to hire people that can do the type of work. Unfortunately staff gets continually promoted that cannot do work at a higher level. Do secretaries in the private sector get promoted to attorneys? Do nurses get promoted to doctors? No they do not, so why promote a GS-4 to a GS-13 position that they are not competent to perform in and the agency in turn has to hire a contractor to do the work? Seems like a simple solution to a complicated problem but this issue really needs to be addressed.
