Combine the inspection agencies involved with inspecting food (whether imported or not), products, and other goods such that the providers would pay an inpection fee that starts at a base line of what is expected within certain parameters widely shared. As inspections find substandard quality or unhealthy products, the fees increase to cover every inspection made - including lab results when required. Those that provide the best products, safest food are inspected less pay lower fees, sometimes paying NO fees to encourage competition in upgrading quality everywhere in our country.
