To encourage inmates to conserve water and save energy, have a monthly competition which rewards the inmate housing unit which has conserved the most energy with a minimal prize, such as "first to main line," or a special "movie night," or something which does not require government expenditure. This could be left up to the CEO of each individual prison. Many inmates who are trying to "get back" at the government by leaving showers running or not turning out lights, would be encouraged to change this behavior for their own personal benefit. The government would save on it's utilities, the inmates would become conscientious of the value of saving energy, and the planet would benefit as well!
