The government makes a lot of purchases from computers to cell phones. If the government were to hire a full time buyer, his sole function would be to look for the best products at the best prices. He would spend 8 hours a day everyday scouring the Internet and sales ads looking for the best deals. It may be true that frequently the government purchase in bulk quantities. However that full time buyer could buy in chunks from various vendors until demand is met. If this idea were implemented, then we could be getting computers that are much better and at a significantly lower price than the ones we use. The current acquisition process is just too bureaucratic and inefficient. A full time buyer would be nimble and make the best purchases at the best prices. It would reduce wasteful government spending and it just makes sense. The government could potentially save millions of dollars a year.
