Give Veterans the choice to receive notices via mail or email

When a Veteran applies for benefits, give them the option of receiving notices via email or "snail mail". This would save a ton of money in printing, mailing, and labor. If the Veteran wants a paper copy, he/she is perfectly capable of printing the email.

I am a Veteran working at a Regional Office, I am part of the VR&E Program, and I still receive mail at my home. It is such a waste when, at the very least, it could just be inter-officed to me and save the postage.
