Fund the Necessities

All departments, agencies, etc. should come up with a list of: 1) What they have to have; 2) What they could really use to do their job well; and 3) What would be nice to have (it may make life easier, but it is not a necessity) and funding should be relayed and dispersed in accordance with those lists. If the government is running short on money, the items on the "nice to have" list will simply have to wait. Perhaps that way sections of the federal government will not be given items/programs they do not even want and we can again focus on what people really need.
