In addition to the Engineering Support Activity (ESA) imposing a First Article Sample (FAT) Requirement, DLA buyers make awards to vendors and specify that a FAT is required. The government pays for each FAT that is approved by the ESA from hundreds to thousands of dollars. The problem is that vendors sometimes receive awards for the same material and a request for a FAT for each award. If there were a procedure in place to check the system to ascertain if an award has already been made to the same vendor; then the buyers could stipulate that prior to production beginning, authorization must be received from the post-award administration who will verify that the contractor’s FAT was approved from the previous award and issue a modification to the award to commence production. This procedure would save the cost of duplicate FATs received from the same vendor/manufacturer.
