Financial System Overhaul

The Dept of Energy's Financial System is trapped in the 1950s. It is too slow and cumbersome to be useful to project managers. For example, cost perfromance for May isn't known unknown until late June. If a project manager see a perfromance issue they must submit the financial change by early July for it to be implemented by the end of August. Given this three month lag (May to August) in being able to correct financial and other perfromance issues -- it is no wonder DOE is always on the GAO Project Management Risk list. SOLUTION: Use existing commercial banking/credit card/debit card financial tracking systems to turn DOE fanancial systems into a real-time system
