Financial Reform

It is imperative that we change the way we allocate funding within the U.S. Govt. We should use the business model and reward e.g. agencies for efficiencies, productivities, etc. Currently, the Congress funds agencies, the DoD, etc. based on how they spent their monies from the previous fiscal year. This is wasteful and unproductive. We need to perform a major overhaul of our budgeting process. This will take some time, but it is imperative. Also, e.g. agencies that meet predefined Congressionally mandated metrix goals for agency savings, e.g. 10%, 15%, 20%, etc. from the previous year(s) should receive a financial and/or otherwise incentive(s). Basically, agencies would be rewarded for obeying these mandated financial cuts with monetary and other rewards. It's basically a weaning process. Eventually, the incentives should be discontinued.
