IDEA: New hires and contractors should not be brought on board if they lack the security credentials to do the work for which they are hired, e.g. have access to computer systems & applications.
Bring people on board only if they have received the full security clearance for the level required by the job/position.
1. Initiate/enforce as HR Policy for Federal New Hires.
2. Include appropriate clause in service contracts.

SPECIFIC SITUATION: Current hiring practice is that employees and contractors have been allowed to start work if they have received an initial security clearance. But unless and until the person has received full NACI clearance, they are not granted access to critical data systems and applications.
Productivity, time and cost is wasted because the "ramp up" period can be prolonged (from 2 weeks to several months). The person is paid for idle, unproductive time. Security may also be compromised because other employees sometimes allow access under their user accounts or share their passwords so that the person can do the work.
