Instead of limiting feedback to an annual SAVE award system, create a Beneficial Improvements Process whereby federal employees can submit ideas that save the government money and be rewarded with some percentage of the savings. Offering a person 10% of the savings they create will strongly incentivize them to seek out gigantic cost savings and get people to focus on very large savings items. The reward comes entirely out of the savings, and only ideas that had actually been implemented would be reviewed, so the administrative cost would be negligible.
